All About Assessment Validation and How to Validate Assessments

Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.
Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.
Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.
According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The primary validation type ensures compliance with the training package requirements for your RTO's assessments.
The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.
Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Clarifying Assessment Validation
As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.
On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
We will dedicate this article to assessment tool validation.
Steps to Perform Assessment Tool Validation
Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.
Timing for Conducting Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.
You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.
Still, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:
- updating your resources
- new training products are added to your scope
- training product updates are reviewed against your course
- you identify your learning resources as a risk during your risk assessment
ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

Starting Assessment Tool Validation: What You Need
Educational Materials
To validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.
Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.
Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.
Validation Group
Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.
The members of your validation panel must collectively have:
Vocational competencies and industry skills pertinent to the unit being validated
Current expertise and skills in vocational teaching and learning
Any one of these training and assessment credentials:

Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are accessible online. These tools typically have validators examine the tools in their entirety to determine if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

As detailed in our blog post Common Problems In Assessment Tools, it is crucial that your assessment tools enable trainers to adhere to assessment principles and evidence rules.
Fundamental Principles here of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Is the assessment assessing what it is intended to assess? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Core Rules of Evidence
Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?
Authenticity – Is the assessment tool verifying that the work is the candidate’s own?
Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?
Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:
Walk the Talk
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
change diapers
bottle preparation, bottle-feeding infants, and cleaning equipment
solid food prep and feeding infants
respond to baby signs and cues appropriately
prepare and settle babies for sleep
monitor and encourage suitable physical exploration and gross motor skills for the age
Having students describe the process of changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent
Pay attention to lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?

The answer could include:
Essential resources
Appropriate costs
Time allocated for activities
Appointed roles and responsibilities
If an assessment item requires multiple answers, specify how many answers are needed from a student. This ensures your assessment is reliable, and the evidence obtained is valid.
The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:
Name a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolation of the work area, engineering, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering controls
People – isolation, engineering controls, administration
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, engineering, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.
Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
